twl doesnt seem to start up

I need a little help with the 10.1 configs I downloaded. I put the configs folder and the mapscripts folder inside etpro and the lua, are these in the right location?

config twl-3v3.config

this is my server.cfg file and I dont know if its setup right.

It doesnt start up in twl config. No banners
Please help if you can. thanks
