as we all know, the tiers just represent possible playoff positions. Tier 1, top 8, Tier 2 9-16. Tier 3 has the following format to determine if top 8 or 16 in Tier 3 make the playoffs. Does Tier 3 have more or less than 32 teams. the answer is less than, so top 8 from teir 3 goto the dance.
