UT skins legal?

just curious are skins, player made, ok for twl use? i know other leagues like CAL doesnt let people use skins for UT, CS etc since it can be used in a cheating-type manner.

Quake won't let you use custom skins. You would have impure pk3's then. If you could get it to work, then that would be cheating. If you read the rules it mentions hacking the game files is not allowed.
