The best politically correct answer can be derived from a bunch of the reply's you've gotten.
Of course the maturity levels of the players in the teams we may or may not be challenging may be in question... but they can also be using it as an excuse to play "Chess" with the match schedules and stuff... It's complicated thing to delay or expedite a match so you can get an opportunity to challenge a higher ranked team.
Also, as stated, some of the teams in the lower levels aren't really that active... in which case you may have to wait for an admin's decision... If they don't accept the challenge... what's the difference? You would have had to wait regardless.
If you can clearly state what you'd like to see change, I'm sure Psicotic1 would love to hear it during the town meeting!
But you have to remember... We are playing a game whose target market is young men ages 15-24 (probably) I remember at 23, I was still getting tossed out of bars with my buddies for various reasons (vomiting on the volleyball court, starting fights, being too drunk to sit straight). So you have to excuse the teams that are out there who you feel are being inappropriate.
