i'm not sure how to make the .cfg file, (i think u just copy and paste in notepad and save as .cfg) and would like to know, so if you could help me out, including the folder in which i need to upload the .cfg file to, i'd appreciate it.
To my knowledge you can just “copy and paste” the related text from the Team Warfare Counter Strike rules to the server config. file. But I’m asking around to find out if this is completely true. I’m sorry for my lack of knowledge in this section but I have not hosted a dedicated server for Counter Strike before. Once I confer my thoughts and or find out how to correctly construct the server config I well make a post about it, and upload a copy to Team Warfare’s download section.

WTF, GOOD GAME. OK. I'm going to attempt to explain this in a way that even the stupidest people on this site can figure out.

I'm going to use the "FTP Access route", which in that case, you MUST HAVE FTP ACCESS TO YOUR SERVER - NOT YOUR WEBSPACe (you'd be suprised how many people are already lost). Then, create a new text file in Notepad, and paste the WHOLE RULES SET (all of the variables) into that file. Then, name it TWL.cfg (make sure its not TWL.cfg.txt, or TWL.cfg.rtf, or anything), and then save. Then, open up your FTP program and log onto your SERVER account. Then, upload the file, and logout of FTP. Then, when you go ingame, you can load the file by typing "rcon exec twl.cfg", or if you have adminmod rcon access, "admin_rcon exec twl.cfg".

Hopefully this clears it up a bit...
Also, if you have NO FTP ACCESS, you have to directly RCON it to the server. That's more complicated, and if you need help with that, leave a post here.
thank you hybris, that was my question. now, i don't have ftp access to our server, so i would like to know how to rcon it over. thanks again
nm, i got it, thank you.

Yes, Vendetta you can copy and paste configs

but, alot of ppl (even admins) are like you
**they don't know**

Just make a text file(notepad or wordpad)
copy and paste from web page
save as twl.txt
change "twl.txt" - to "twl.cfg"
then make available for download

Just another way to explain what hybris already said
